Is planning delay really a constraint in the provision of housing? Some evidence from Israel

Abstract

This paper revisits the claim that a causal link exists between the inflexibility of land‐use planning and low elasticity of housing supply. A theoretical model of factors impacting district‐level planning is presented alongside a model of the impact of planning delay on housing supply. The models are estimated for the Tel Aviv district using detailed data covering a 12‐year period. Results show significant impacts on planning delay due to plan, municipality and district planning commission characteristics. House prices exert a positive effect on planning speed and municipal funding acts as a supply constraint. While planning delay does not impact housing supply, delay uncertainty has a negative impact and acts as a constraint. Este documento revisa la afirmación de que existe un vínculo causal entre la inflexibilidad de la planificación del uso de la tierra y la baja elasticidad de la oferta de vivienda. Se presenta un modelo teórico de los factores que influyen en la planificación a nivel de distrito, junto con un modelo de los efectos de la demora en la planificación en la oferta de vivienda. Los modelos se estiman para el distrito de Tel Aviv y utilizan datos detallados que abarcan un período de 12 años. Los resultados muestran impactos significativos en el retraso de la planificación debido al plan, a la municipalidad y a las características de la comisión de planificación del distrito. Los precios de la vivienda ejercen un efecto positivo en la rapidez de la planificación y la financiación municipal actúa como una restricción de la oferta. Si bien el retraso en la planificación no afecta a la oferta de vivienda, la incertidumbre del retraso tiene un impacto negativo y actúa como una restricción. 本稿では、土地利用計画の柔軟性の欠如と住宅供給の弾力性の低さに因果関係があるとする主張を再検討する。地区レベルの計画に影響を与える因子の理論的モデルと、住宅供給に対する計画の遅れの影響の理論的モデルを併せて提示する。12年間の詳細なデータを用いて、このモデルからテルアビブ地区における影響を推定する。結果から、計画、市政、地区計画委員会の性質による計画の遅れに対する著明な影響が示される。住宅価格は、計画のスピードおよび供給の制約としての資金調達に関する市の条例に対して正の効果を及ぼす。計画の遅れは住宅供給には影響しないが、遅れによる不確定要素はマイナスの影響を及ぼし、制約となる。
