Abstract
In this paper, a flash flood that occurred in the Brazilian state of Santa Catarina in 2008 is used to investigate the existence of spatial spillovers from natural disasters in geographically‐linked areas. In order to do so, we estimated a Difference‐in‐Differences model that explicitly allows for the existence of spatial interactions within affected and unaffected regions. Our results show that municipalities directly affected by the flood suffered an 7.6% decrease in GDP per capita in the year of the disaster. Three years after the flood, however, GDP per capita rebounded back to pre‐disaster levels in all sectors but the Agricultural sector. Finally, our spatial estimations show that spillovers exist and are economically relevant. En este artículo se utiliza una inundación relámpago ocurrida en el estado brasileño de Santa Catarina en 2008 para investigar la existencia de spillovers espaciales de los desastres por amenazas naturales hacia áreas vinculadas geográficamente. Para ello, se estimó un modelo de Diferencias en Diferencias que permite explícitamente la existencia de interacciones espaciales dentro de las regiones afectadas y no afectadas. Nuestros resultados muestran que los municipios directamente afectados por la inundación sufrieron una disminución del 7,6% del PIB per cápita en el año que sucedió el desastre. Sin embargo, tres años después de la inundación, el PIB per cápita se recuperó hasta los niveles anteriores al desastre en todos los sectores, excepto en el sector agrícola. Por último, nuestras estimaciones espaciales muestran que existen efectos de spillover y que estos tienen una relevancia económica. 本稿では、2008年にブラジルのサンタカタリーナ州で起きた洪水を例に、自然災害による空間的なスピルオーバーは地理的につながる地域に存在するかどうかを検討する。本研究では、被災地と非被災地の地域内における空間的相互作用の存在を明確に推計できる差分の差分法モデルを使用した。結果から、洪水の直接的な被害を受けた自治体では、災害の起きた年は、一人当たりGDPが7.6%減少していることが示された。しかし、その3年後の一人当たりGDPは、農業を除く全てのセクターで、災害前のレベルにまで回復した。結論として、本研究の空間的推計からスピルオーバーの存在が確認され、スピルオーバーが経済的に重要であることが示された。
