Migration and institutional quality across Italian provinces: The role of human capital

Abstract

A recent literature strand has emphasized the importance of international migration on the institutional quality of sending and receiving countries. On the contrary, there is no evidence of the effects of intra‐national, interregional mobility on government quality, a phenomenon which is particularly relevant in countries affected by significant internal dualism. Using a system generalized method of moments (SYS‐GMM) estimator on a 2004–2012 panel dataset, this paper empirically investigates the relationship between internal net‐migration and institutional quality of Italian provinces. The findings show that migration has a relevant and positive effect on the quality of institutions only when the human capital content is taken into account. Un hilo argumental reciente de la bibliografía ha enfatizado la importancia de la migración internacional en la calidad institucional de los países de origen y destino. Por el contrario, no hay evidencia de los efectos de la movilidad intranacional e interregional sobre la calidad de la administración pública, fenómeno que es particularmente relevante en los países afectados por un dualismo interno significativo. Este artículo utiliza un estimador del sistema del método generalizado de momentos (SYS‐GMM, por sus siglas en inglés) en un conjunto de datos de panel de 2004 a 2012 para investigar empíricamente la relación entre la migración interna neta y la calidad institucional de las provincias italianas. Los resultados muestran que la migración tiene un efecto relevante y positivo en la calidad de las instituciones sólo cuando se tiene en cuenta el contenido de capital humano. 最近の研究分野のひとつでは、移民の出身国と受入国の制度の質に対する国境を超えた移住の重要性が強調されている。ところが、国内の顕著な二重性に影響される国においては特に重要な現象である、政府の質に対する国内および地域内の移動可能性の効果を示すエビデンスはない。本稿では、2004年から2012年のパネルデータセットを用いたシステム一般化モーメント法による推計により、地域内の純移動とイタリアの県の制度の質の関連性を実証的に検討する。知見から、移動は、人的資本の項目を考慮した場合にのみ、制度の質に対して重要かつ正の効果を及ぼすことが示される。
