Abstract
As cities are compelled to compete for new sources of investment and revenue, arts‐based economic development strategies have become the norm. The purpose of this paper is to revisit and reevaluate some of the conventional claims about the arts as an important economic development strategy by exploring a case study called “The Space at 2106 Main” in a rapidly gentrifying neighbourhood called West Tampa. The results of this study suggest that the arts are indeed assuming a greater role in economic policy under the auspices of West Tampa community redevelopment areas (CRA) and the direct actions of various arts related entrepreneurs. The results however, point to a mixed picture that raises difficult questions about the medium to long‐term effects of this urban redevelopment strategy, especially on the poor and mostly minority residents of West Tampa. A medida que las ciudades se ven obligadas a competir por nuevas fuentes de inversión e ingresos, las estrategias de desarrollo económico basadas en las artes se han convertido en la norma. El propósito de este trabajo es revisar y reevaluar algunas de las afirmaciones convencionales sobre las artes como una estrategia importante de desarrollo económico, mediante un estudio de caso llamado "The Space at 2106 Main" (El espacio del número 2106 de la calle Main) en un barrio que experimenta un rápido aburguesamiento llamado West Tampa. Los resultados de este estudio sugieren que las artes están de hecho asumiendo un mayor papel en la política económica bajo los auspicios de las áreas de redesarrollo comunitario de West Tampa y las acciones directas de varios empresarios relacionados con las artes. Los resultados, sin embargo, apuntan a un panorama mixto que plantea cuestiones difíciles sobre los efectos a medio y largo plazo de esta estrategia de redesarrollo urbano, especialmente en los pobres, en su mayoría residentes de minorías de la zona oeste de Tampa. 都市が、投資と歳入の新たな源泉を求めた争いを強いられているなか、アートによる経済発展の戦略が典型的になってきている。本稿の目的は、急速に高級化したWest Tampaという区域 (neighbourhood)において、The Space at 2106 Mainというケーススタディを実施し、アートを経済発展の重要な戦略とみなすという従来の主張のいくつかを見直し、再評価を行うことである。本研究の結果から、West Tampa community redevelopment areas (CRA)の後援および、アート関連の様々なアントレプレナーの直接的な働きかけの下、アートは経済政策に大きな役割を果たしていると考えられていることが示唆される。それと同時に、特にそのほとんどがマイノリティである貧しいWest Tampaの住民に対する、都市部の再開発政策の中長期的な影響に関する難しい問題を引き起こす複雑な問題があることが指摘される。
