Accessibility of land data and information integration in recently‐independent countries: Timor‐Leste case study

Abstract

Land data is critical for planning and administration, yet in developing countries this resource is often poorly managed and inaccessible. In recently independent countries, the problem is exacerbated through removal of data, necessitating a fresh start. To address the problem, we investigate and suggest solutions for legal, administrative and technical issues of land data integration in Timor‐Leste. A data access interface was scoped with users, prototyped and tested. The prototype's viability and usefulness to the national land agency and stakeholders (private and public) was measured. The prototype was found to be viable, and helpful in anticipating the form that a future land information system (LIS) should take for Timor‐Leste. Los datos sobre la tierra son fundamentales para la planificación y la administración, pero en los países en desarrollo este recurso suele estar mal gestionado y ser inaccesible. En los países recientemente independizados, el problema se agrava por la eliminación de datos, lo que hace necesario empezar de nuevo. Para abordar el problema se hizo una investigación, a raíz de la cual se sugieren soluciones para las cuestiones jurídicas, administrativas y técnicas de la integración de datos sobre la tierra en Timor‐Leste. Se diseñó una interfaz de acceso a los datos por parte de los usuarios, a partir de la cual se desarrolló y se probó un prototipo. Se midió la viabilidad del prototipo y su utilidad para la agencia nacional de tierras y para las partes interesadas (privadas y públicas). El prototipo se consideró viable y útil para dilucidar el formato que debería adoptar un futuro sistema de información terrestre (LIS, por sus siglas en inglés) para Timor‐Leste. 土地データは計画立案と行政に非常に重要であるが、開発途上国においてこのリソースは管理が不十分かつ利用できない場合が多い。最近独立した国では、データが削除されるなど問題が深刻化しており、新たな取り組みが必要となっている。この問題に対処するため、東ティモールにおける土地データを統合する際の法的、行政的、技術的な問題の解決策を検討し、提案する。ユーザーの視点から、データ・アクセス・インターフェースのプロトタイプを作成しテストした。このプロトタイプの実行可能性と、国土を所管する国家機関と公的と民間の両方の利害関係者に対する有用性を測定した。このプロトタイプは実用的であり、東ティモールにおける将来の土地情報システム (LIS)のあるべきかたちを予測するのに役立つことが分かった。
