Global Conflict or Cooperation over the CO2 Climate Impact?

Abstract

The objective of this study is to present some preliminary estimates of regional long run benefits and costs due to the CO2 greenhouse effect within an economic framework that permits an appraisal of CO2 policy control costs. We utilize a mathematical programming framework to solve for growth paths for North and South America both for CO2 constrained (by an optimal emissions tax rate) and unconstrained scenarios. The possible losses to North America and gains to South America suggest international cooperation on CO2 control policy may be very difficult. Cooperative adjustments to increased CO2 may prove more feasible. Die Untersuchung soll erste Schätzungen der langfristigen regionalen Nutzen und Kosten des CO2‐Treibhauseffektes in einem ökonomischen Modell liefern, welcher eine Beurteilung der Kosten der CO2‐Politik erlaubt. Für Nord‐ und Südamerika werden die Wachstumspfade sowohl für (durch eine optimale Emissionssteuer) beschränkte als auch für unbeschränkte Szenarien mit Hilfe mathematischer Programmierung berechnet. Die resultierenden möglichen Verluste in Nordamerika bzw. Gewinne in Südamerika deuten an, dass einer internationalen Zusammenarbeit bei der CO2‐Politik Grenzen gesetzt sein könnten. Internationale Übereinkünfte über die Zunahme der CO2‐Konzentrationen konnten dagegen leichter realisierbar sein. Le but de cette étude est de présenter quelques estimations préliminaires des bénéfices régionales et des cou̧ts ȩ long terme du̧s ȩ l'effet de serre Crée par le CO2 dans und cadre économique permettant une évaluation des cou̧ts d'une politique de contröle de CO2. Nous utilisons un programme mathémathique pour trouver les chemins de croissance de CO2 pour l'Amérique du Nord et l'Amérique du Sud pour des scénarios de CO2 soit restreint (par un taux de taxation favorisant les émissions optimales) soit non‐restreint. Les pertes possibles ȩ l'Amérique du Nord et les gains ȩ l'Amérique du Sud suggèrent que la collaboration international sur une politique de contro̧le de CO2 serait probablement très diffcile. Des réglages cooperatifs de la croíssance de CO2 pourraient s'avérer plus faisables.
