The Growth And Implications Of Ldc Manufactured Exports To Advanced Countries

Abstract

After briefly examining recent export trends of less developed countries, this paper discusses measures which can be adopted by advanced countries to facilitate Third World manufactured exports. While the provision of tariff preferences are shown to be unwarranted, there is a strong argument for furthering (trade‐ induced) structural adjustments. Evidence is provided that imports from less developed countries do not significantly displace workers and that an enhancement of manufactured trade with Third World countries would indeed yield the developed countries with sizeable gains. Nach einer kurzen Analyse der jüngsten Exporttrends von Entwicklungsländern werden Massnahmen diskutiert, die entwickelte Länder ergreifen können, um Fertigwarenexporte von Ländern der dritten Welt zu fördern. Während die Gewährung von Zollpräferenzen nicht erforderlich ist, so scheint ein überzeugendes Argument für die Förderung von handelsinduzierten Strukturanpassungen zu bestehen. Der empirische Befund spricht dafür, dass Importe von Entwicklungsländern nicht in bedeutendem Umfang Arbeiter freisetzen und dass eine Intensivierung des Fertigwarenhandels mit Ländern der dritten Welt für entwickelte Länder beträchtliche Vorteile erbringen würde. Ayant examiné brièvement les tendances dans les exportations des pays moins développés, cet article discute des mesures qui peuvent ȩtre adoptés par les pays avancés pour faciliter les exportations de produits manufacturés du tiers monde. Tandis que la provision de préférences tarifaires ne semble pas ȩtre justifié, il y a de forts arguments en feveur du dévelopment de modifications structurales provoquées par le commerce. On offre une documentation tendant ȩ prouver que les importations en provenance de pays moins déloppés ne déplacement pas la main‐d'œuvre ȩ un degré important et que l'amélioration du commerce en produits manufacturés avec les pays du tiers monde apporterait aux pays développés des avantages considérables.
