Evaluation of urban land supply policy in Iran

Abstract

Since the Islamic revolution of 1979, several urban land laws and regulations, as well as a new urban land development policy, have been initiated in Iran. The implementation of these policies was mainly based on public land ownership as a fundamental principle. This paper evaluates the process of recent urban land development policy and focuses on the effectiveness of the policy in terms of land supply. It includes a discussion on the issue of public land ownership, an investigation of post‐revolutionary urban land policies in Iran, a discussion on the evaluation of urban land development policy in terms of land supply, and finally, presents an argument on the relationship between public land ownership and urban development. The paper argues that alongside the primary advantages of public land ownership, such as urban growth control, preventing land speculation and providing land for various social needs, the land policy has succeeded to some extent in meeting residential land demand in the study period. However, in terms of the effectiveness of the land supply policies, the paper raises some concerns such as the centralized nature of the land development process, land wastage and isolation from the general process of planning. Depuis la révolution islamique de 1979, plusieurs lois et réglementations des terres urbaines ainsi qu’une nouvelle politique de développement des terres urbaines ont été initiées en Iran. L’exécution de cette politique était surtout basée sur le principe fondamental de la propriété publique des terres. Cet article évalue le processus de la politique récente de développement des terres urbaines et explore l’efficacité de cette politique quant à la provision de terres. Il comprend une discussion de la question de la propriété publique des terres, une investigation de la politique des terres urbaines en Iran après la révolution, une discussion de l’évaluation de la politique de développement des terres urbaines quant à la provision des terres, et, finalement, il présente une discussion sur la relation entre la propriété publique des terres et le développement urbain. Cet article soutient qu’en plus des avantages fondamentaux de la propriété publique des terres tels que le contrôle de la croissance urbaine, la prévention de la spéculation sur les terres et la provision de terres pour les différents besoins sociaux, la politique des terres a réussi jusqu’à un certain point à satisfaire la demande de terres résidentielles durant la période de cette étude. Cependant, en ce qui concerne l’efficacité des politiques de provision des terres, cet article exprime des préoccupations telles que la nature centralisée du processus de développement des terres, le gaspillage des terres et l’isolation du processus de la planification générale.
