Industrial and regional restructuring and changing form of state intervention: the development of partnerships in postwar Japan

Abstract

This paper looks into the question of the cooperative form between the public and private sectors, which has become notable recently in contemporary capitalist societies as a new device of state intervention. It examines the development of partnerships in postwar Japan, by tracing how the structure and characteristics of partnerships have evolved in accordance with the changing mode of state intervention over the past four decades, and assesses the spatial outcomes of partnership activities. Since the early 1970s, partnerships have manifested attributes identified as the signs of a changing regime and have encouraged a deeper division of the country’s spatial structure. The argument is thus made that partnerships have served to carry out industrial restructuring, whereby the spatial structure of the country has been further incorporated into the global economy. The paper concludes with the theoretical implication that the current partnership was designed as an apparatus to incorporate non‐market segments into commodity relations, thereby providing a new path of capital accumulation. Cet article adresse le problème de la forme coopérative entre le secteur public et le secteur privé, qui est récemment devenue un dispositif notable d’intervention de l’Etat dans les sociétés capitalistes contemporaines. Il examine le développement des associations au Japon d’après‐guerre, en étudiant comment la structure et les caractéristiques des associations ont évolué en conformité avec les changements des modes d’intervention de l’Etat dans les quatre dernières décennies, et il évalue les résultats spatiaux des activités des associations. Depuis le début des années soixante‐dix, certains attributs des associations pouvant être identifiés comme signes d’un changement de régime sont apparus et les associations ont encouragé une division plus profonde de la structure spatiale du pays. Ainsi on peut dire que les associations ont servi à effectuer une restructuration industrielle, à savoir la structure spatiale du pays est davantage incorporée dans l’économie globale. Cet article conclut avec une implication théorique: le mode actuel d’association était destinéàêtre un mécanisme d’incorporation dans les relations de commerce des segments ne faisant pas partie du marché, offrant ainsi une voie nouvelle à l’accumulation capitaliste.
