Abstract

Bài viết này tổng lược cơ sở lý thuyết về thể chế và vai trò của thể chế đối với tăng trưởng kinh tế. Về mặt lý thuyết và nghiên cứu thực tiễn, thể chế tác động đến tăng trưởng kinh tế thông qua nhiều khía cạnh (i) tạo ra một môi trường ổn định, làm giảm tính bất định và rủi ro của các giao dịch kinh tế; (ii) đảm bảo các cơ chế thị trường diễn ra một cách hiệu quả; (iii) thiết lập các quy định bảo vệ quyền và lợi ích hợp pháp và (iv) tạo nên cấu trúc khuyến khích của nền kinh tế. Bài viết trình bày thực trạng chất lượng thể chế hiện nay của Việt Nam và tiến hành so sánh với các quốc gia trong cùng khu vực. Cuối cùng bài viết đề xuất một số giải pháp nhằm nâng cao chất lượng thể chế để từ đó góp phần đổi mới mô hình tăng trưởng, duy trì tăng trưởng kinh tế bền vững.
