Tác động của giá dầu đến nền kinh tế và phản ứng của chính sách tiền tệ tại Việt Nam

Abstract

Nghiên cứu sử dụng mô hình tự hồi qui vec tơ (VAR)/mô hình hiệu chỉnh sai số vectơ (VECM) để khám phá tác động cú sốc tăng giá dầu dưới sự can thiệp Chính phủ đến nền kinh tế Việt Nam và phản ứng của chính sách tiền tệ (CSTT) với cú sốc tăng giá dầu trong giai đoạn tháng 1/2008 - 12/2015. Kết quả nghiên cứu cho thấy, trong dài hạn giá dầu tăng 1% làm lạm phát tăng 0,2% và sản lượng giảm 0,1%; trong ngắn hạn, sau cú sốc tăng giá dầu, lạm phát tăng liên tục trong 6 tháng đầu, sản lượng biến động mạnh với mức tích lũy giảm trong 12 tháng. Trước cú sốc tăng giá dầu, CSTT thắt chặt mạnh trong vòng 3 tháng rồi giảm dần mức thắt chặt trong các tháng tiếp theo và ngừng phản ứng từ tháng thứ 7 sau sốc. Tuy nhiên, CSTT không dành nhiều sự quan tâm đến diễn biến giá dầu mà phản ứng chủ yếu với diễn biến của giá cả chung trong nền kinh tế.
