Methodological principles of forming development strategies for the agro-industrial complex under crisis challenges

Abstract

The article explores methodological approaches to the strategic development of Ukraine's agro-industrial complex (AIC) in the face of modern challenges, including globalization processes, climate change, economic instability, and the impact of digital transformations. It is noted that effective AIC management requires new approaches capable of ensuring the sector's resilience, competitiveness, and flexibility. A new adaptive-digital approach is proposed, combining concepts of flexible management, digitalization, and crisis resilience. Special attention is given to analyzing leading global practices in strategic planning for the agro-industrial sector, including the use of artificial intelligence, big data, the Internet of Things (IoT), and automated production management systems. The effectiveness of the proposed approach for Ukraine is substantiated, taking into account its unique socio-economic, climatic, and technological characteristics. The adaptive-digital approach, in its formulation and structure, is an original concept developed based on the synthesis of modern digital technologies, adaptive management, and crisis planning. The article proves that while similar elements are already actively used in business and industry, their systematic implementation in the agro-industrial complex is only beginning. The proposed strategic development model aims to enhance the efficiency of management decisions, reduce risks, and create prerequisites for the sector's long-term sustainable development. Thus, the study has both scientific and practical significance, as the proposed adaptive-digital approach opens up new opportunities for optimizing agricultural enterprises' activities, strengthening their competitiveness, and increasing their resilience to global and local challenges.
