Mechanism of public management of innovative development of the agro-industrial complex of the region: essence and structure

Abstract

The article researches the essence and structure of the mechanism of public management of innovative development of the agro-industrial complex of the region. For this purpose, a detailed analysis of the nature of innovative development is carried out, and the peculiarities of its provision in current conditions are determined. In the article, the content of innovative development of the agro-industrial complex of the region is also substantiated, which was carried out based on specifying directions of this development and highlighting advantages of implementing the model of innovative development of the agro-industrial complex to ensure economic development of the region. To substantiate theoretical and methodological provisions of functioning and transformation of the mechanism of public management of investment development of the agro-industrial complex of the region, the content of the mechanism of public management was analyzed, which was carried out by presenting individual concepts of consideration of the essence of this mechanism. As a result, in the article, the content of the following concepts was considered, namely: mechanism of public management of innovative development, mechanism of public management of the agro-industrial complex of the region. The analysis of theoretical substantiation of the essence of these concepts allowed for the determination of the concept of the mechanism of public management of innovative development of the region's agro-industrial complex. The detailed substantiation of the content of the mechanism of public management of innovative development of the agro-industrial complex of the region allowed determining the structure of this mechanism and specifying its main components, among which the following ones are allocated: institutions, methods, tools, and approaches. It is concluded by the author that for efficient work of this mechanism, it is mandatory to comply with the principles of its functioning and to have the necessary resources. Among the main components of this support are as follows: first, regulatory and legal support, the quality of which affects the effectiveness of the state policy in the field of ensuring innovative development of the agro-industrial complex of the region; material and financial support, which is the basis for the implementation of this policy, infrastructure support, which is objectively necessary for the development of enterprises in the agro-industrial complex in a certain territory and ensuring the gradual introduction of the innovative development model. The analysis of the structure of the mechanism of public management of innovative development of the agro-industrial complex of the region also made it possible to identify and specify peculiarities of functioning and development of this mechanism to substantiate the main prerequisites for ensuring its effective operation, taking into account the changing external environment in which business entities in the agro-industrial complex operate.
