Abstract
The basics of regional digital transformation were studied, and the author’s definition of the concept of «regional digital transformation» was also provided. The current state of the legislative framework, as well as activities related to the transformation of the regions of Ukraine in recent years, were considered. A number of systemic problems in the implementation of the digital transformation process were identified, including: lack of specialists with sufficient knowledge and motivation to implement digital transformation, systemic problems in communication between central authorities and local self-government bodies, dissemination of experience of successful projects between regions. Recommendations have been made for their further solution. The trends of digital transformation of the regions of Ukraine that will be preserved in the future are considered, namely: ensuring cyber security and digital data security; training and involvement of specialized specialists with relevant skills and experience in digital transformation in order to involve their experience at the regional level; improving the exchange of experience and best practices between the regions of the country, increasing the coordination of decisions; expanding partnerships with foreign partners to create new projects, as well as improve existing digital solutions; improvement of the regulatory framework for the construction of digital transformation, which will cover the existing «white spots» in the legislation. The authors note that each country has its own set of systemic problems and opportunities, which actualizes research in the context of the digital transformation of regions in order to create a basis for a more complete understanding of this phenomenon by scientists and practitioners, as well as for the formation of objective recommendations for overcoming systemic problems and using available opportunities by the regions of Ukraine.
