Türkiye’de Tarım Sektörünün Dışa Açıklık Üzerine Etkisi: ARDL Sınır Testi Bulguları

Abstract

Tarım sektörü, Türkiye ekonomisinin gelişmesine yönelik geçmişte olduğu gibi günümüzde de katkı sağlamaya devam etmektedir. Özellikle katma değere sahip tarımsal üretimlere ağırlık verilmesiyle tarımsal dış ticarette uluslararası rekabet gücünün artırılması sağlanmıştır. Sektör, Türkiye’nin imalat sanayisine hammadde sağlaması ve girdi temin etmesi bakımından önemlidir. İmalat sanayisinin büyük çoğunluğu gıda, içecek, tekstil, dokuma ve deri sanayisinden oluşmaktadır. Burada imalat sanayisinin kullandığı hammaddelerin ne kadarlık bir oranının Türkiye’den karşılandığı ayrı bir önem arz etmektedir. Türkiye’de bu karşılama oranının yükselmesi tarımsal hammadde alanında dışa bağımlılığının azalmasını sağlayarak üretim maliyetlerinin azalması ve fiyatların düşmesi şeklinde iç piyasaya doğrudan yansıyacaktır. Bu çalışmada tarım sektöründe yapılan dış ticaret faaliyetlerinin ticari dışa açıklık oranını etkileyip etkilemediği ampirik bulgular ile tespit edilmesi amaçlanmıştır. Türkiye’nin 1991-2021 yıllık veriler doğrultusunda değişkenlere ARDL sınır testi ve Granger nedensellik analizi uygulanmıştır. Analizle dışa açıklık ile tarımsal hammadde ithalatı, tarımsal hammadde ihracatı ve tarım, balıkçılık ve ormancılık katma değeri arasında uzun dönemli bir eşbütünleşme ilişkisinin varlığı tespit edilmiştir. Tarımsal hammadde ithalatı ve tarımsal hammadde ihracatının dışa açıklık ile çift yönlü bir nedensellik ilişkisinin bulunduğu, tarım, ormancılık ve balıkçılık katma değerinin ise dışa açıklığın nedeni olmadığı anlaşılmıştır.
