İklim Değişikliği Bağlamında Doğu Anadolu Bölgesi Belediyelerinde Kentsel Katı Atık Yönetimi

Abstract

Çeşitli sektörlerin etkisiyle derinleşen iklim krizinde atık sektörü de önemli paya sahiptir. Bu nedenle diğer sektörlerde olduğu gibi atık sektörünün de bu mücadelede yer alması, krizden fırsat çıkarması gereklidir. Bu doğrultuda iklim değişikliği ile mücadelede azaltım politikalarının hedeflerinden birisi de atıklardan kaynaklanan sera gazı salımlarının önlenmesidir. Dolayısıyla belediyelerin görev ve sorumlulukları arasında yer alan katı atıkların etkin bir şekilde yönetimi aynı zamanda sera gazı salımlarının da azalmasına katkı sağlamaktadır. Atıkların önlenmesi, yeniden kullanımı, geri dönüşümü ve atıktan enerji üretimi gibi politikalar ön plana çıkmaktadır. Çalışmanın amacı nüfus ve atık miktarı Türkiye ortalamasının altında olan Doğu Anadolu Bölgesi’nde atık yönetimine ilişkin mevcut durumun ve geri dönüşüm faaliyetlerinin incelenmesidir. Böylece modern katı atık yönetiminin dönüşüm ve enerji üretimi gibi faaliyetlerle iklim değişikliğinin etkisinin azaltılmasına katkı sağladığı ortaya konulmaktadır.
