Türkiye’nin Karayolu Politikasinin Orgutsel Boyutu: Karayollari Genel Mudurlugunun Kurumsal Kapasitesi Uzerine Bir Cozumleme

Abstract

Ulaştirma ekonomik, sosyal, kulturel ve askeri faaliyetler acisindan yasamsal onemdedir. Her ulke tarihsel-cografi koşullari ile sosyo-ekonomik durumuna gore ulastirma turleri arasinda bir bilesim olusturmustur. Türkiye’de yolcu ve yuk ulastirmasinda agirlik karayolundadir. Bu calismanin amaci, karayolu ulaştirma hizmetinde ana aktor olan Karayollari Genel Mudurlugunun (KGM) bu gorevini yapisal ve isleyişsel olarak ne olçude yerine getirdigini, bir baska deyişle kurumsal kapasitesini degerlendirmektir. Calismada orgutun, kurumsal kapasitesi ile ilgili degerlendirmeler iceren dort stratejik plani karsilastirmali olarak incelenmektedir. Elde edilen temel bulguya gore KGM’nin kurumsal kapasitesi gorevlerinin yukuyle orantili degildir. Kurumsal kapasiteye iliskin sorunlar bilinmekle birlikte sorunlarin giderilmesine yönelik onlem ve cabalar sinirlidir, yetersiz kalmaktadir. Sonuc olarak, onumuzdeki yillarda ic ve dis nedenlerle ulastırmada karayolu agirlikli politika surdurulecektir. Bu nedenle karayolu hizmetlerinin niteliginin artırilması icin KGM’nin kurumsal kapasitesinin gelistirilmesine yonelik cabalara yenilerinin eklenerek surdurulmesi onem tasimaktadir.
