Menaces Scuritaires Chroniques Contre La R.D. Congo: Pour Quelle Doctrine Diplomatique?

Abstract

Examiner la doctrine diplomatique de la R.D. Congo eu gard au contexte de menaces scuritaires auxquelles ce pays fait face, tel est l'objectif de cette tude. Autrement dit, cette tude rpond à la question suivante : Quelle doctrine diplomatique faut-il à la R.D. Congo dans un contexte de menaces scuritaires persistantes ? Pour les auteurs, une telle proccupation, considre d'un point de vue rationnel - et non pas tant motionnel, comme c'est souvent le cas chaque fois qu'est abord ce sujet dans divers fora -, une seule piste doctrinale reste salutaire : La doctrine de la dissuasion. C'est en se fondant sur une telle piste que les auteurs proposent quelques recommandations : la relle monte en puissance de l'arme (et non pas seulement la monte simule dans les oprations de comm !) et la fin de la mise en sous-traitance de la scurit nationale ; le choix stratgique des partenaires ; et la viabilisation de l'administration territoriale de la R.D. Congo. Examining the diplomatic doctrine of the DR Congo in the context of the security threats that this country faces is the objective of this study. In other words, this study answers the following question: What diplomatic doctrine does the DR Congo need in a context of persistent security threats? For the authors, such suffering, considered from a rational point of view - and not so much emotions, as is often the case whenever this subject is discussed in various forums -, only one doctrinal path remains salutary: The doctrine of deterrence. It is based on such a path that the authors propose some recommendations: the real rise in power of the army (and not only the simulated rise in communications operations!) and the end of subcontracting national security; the strategic choice of partners; and the viability of the territorial administration of the DR Congo.
