Estimating the carbon footprint of French subsidiaries abroad

Abstract

We estimate the carbon footprint of the stock of French foreign direct investment (FDI) abroad at 130.7 million tonnes of CO2 in 2014, the latest available data, equivalent to 56.7% of the emissions generated by production carried out in France. The increase in the stock of FDI in the most carbon-intensive destination sectors led to France’s carbon footprint abroad peaking in 2006, before declining by 19.8%. Under certain accounting and economic assumptions, technology transfers within multinational firms could reduce the emissions of French subsidiaries abroad by up to 29%. The magnitude of these figures underscores the importance of more rapidly updated detailed sectoral-level international data, especially in light of the accelerating timetable for the ecological transition. Nous estimons l’empreinte carbone du stock d’investissements directs à l’étranger (IDE) français à 130,7 millions de tonnes de CO2 en 2014, date des dernières données disponibles, soit 56,7 % des émissions liées à la production réalisée en France. En raison de la hausse du stock d’IDE dans les secteurs de destination les plus intensifs en carbone, l’empreinte carbone de la France a l’étranger a atteint son sommet en 2006, pour reculer ensuite de 19,8 %. Les transferts de technologie au sein des multinationales permettraient, sous plusieurs hypothèses comptables et économiques, d’éviter jusqu’à 29% des émissions des filiales françaises à l’étranger. Ces ordres de grandeur très significatifs illustrent l’utilité de mettre à jour les données internationales détaillées au niveau sectoriel dans des délais plus resserrés, compte tenu de l’accélération du calendrier de la transition écologique.
