Special drawing rights issued by the IMF and the challenge of chanelling them to the most vulnerable countries

Abstract

The Summit for a New Global Financing Pact held on 22 and 23 June 2023 drew up a roadmap for future international summits, aimed at strengthening international financial solidarity for the benefit of the poorest and most vulnerable countries in the South. Discussions focused in particular on Special Drawing Rights (SDRs), the international reserve asset issued by the International Monetary Fund (IMF). As currently defined, SDRs are allocated on the basis of country quotas, which correspond to the Fund’s shareholding structure but not necessarily to the needs of individual countries. International discussions have therefore established options for channeling SDRs to the countries that need them most, and other proposals are being discussed, such as a new channeling option, and regular or targeted general allocations of SDRs to these countries. Le sommet pour un nouveau pacte financier mondial des 22 et 23 juin 2023 a élaboré une feuille de route pour les prochains sommets internationaux, qui vise à renforcer la solidarité financière internationale au bénéfice des pays du Sud les plus pauvres et les plus vulnérables. Les discussions ont notamment porté sur les droits de tirage spéciaux (DTS), l’actif de réserve international émis par le Fonds monétaire international (FMI). Dans leur définition actuelle, les DTS sont alloués en fonction des quotes-parts des pays, ce qui coïncide avec l’actionnariat du Fonds, mais pas nécessairement avec les besoins des États. Les discussions internationales ont par conséquent établi des options de recyclage de DTS vers les pays qui en ont le plus besoin, et d’autres propositions sont discutées : nouveau canal de recyclage, allocations générales régulières ou ciblées de DTS à ces pays.
