Abstract
A growing number of institutions around the world – spurred on by the Central Banks and Supervisors Network for Greening the Financial System (NGFS) and its reference scenarios – are currently carrying out or planning their first climate scenario analysis exercises to assess financial risks. The Banque de France and the Autorité de contrôle prudentiel et de résolution (ACPR – Prudential Supervision and Resolution Authority) are pioneers in the field (Allen et al., 2021). The ACPR recently carried out an unprecedented pilot exercise (and published the results in May 2021) which helped to: (i) raise awareness among financial institutions; (ii) better understand the institutions’ reaction function in terms of portfolio reallocation when confronted with the these risks; and (iii) estimate an initial order of magnitude of their risks and vulnerabilities (which were moderate but far from negligible). This exercise thus paves the way to further new initiatives to improve climate scenario analysis methodologies. La création d’un système d’assurance chômage européen est souvent évoquée comme un facteur de lissage macroéconomique et d’approfondissement de l’intégration européenne. Sous l’impulsion du Réseau des banques centrales et des superviseurs pour le verdissement du système financier (NGFS), qui a publié des scénarios de référence, un nombre croissant d’institutions à travers le monde mènent actuellement ou planifient les premiers exercices d’analyse des risques financiers par scénarios climatiques. La Banque de France et l’Autorité de contrôle prudentiel et de résolution (ACPR) sont pionnières dans ce domaine (Allen et al., 2021). L’ACPR a récemment conduit un exercice pilote inédit (résultats publiés en mai 2021) qui a permis : i) de sensibiliser les institutions financières ; ii) de mieux comprendre la fonction de réaction de ces institutions face à ces risques en matière de réallocation des portefeuilles ; et iii) de disposer d’un premier ordre de grandeur de leurs risques et vulnérabilités (modérées mais loin d’être négligeables). Cet exercice ouvre ainsi à de nouveaux travaux pour améliorer la méthodologie d’analyse par scénarios climatiques.
