Money and its counterparts: instruments and reflections of monetary policy

Abstract

Crisis periods, such as the Covid-19 pandemic, represent major shocks to growth and inflation and are characterised by a high degree of uncertainty. In the face of such events, it is essential to draw on a broad set of indicators to guide monetary policy decisions. Although it is not assigned a key role, the analysis of monetary aggregates and the central bank’s balance sheet is probably the oldest component. This article therefore recalls the definition of monetary aggregates and the main factors influencing their developments. It then provides the main empirical regularities on money and the central bank’s balance sheet. Lastly, it shows that while analysing the relationship between money and its counterparts is not intended to directly guide central banks’ decisions, it does help to make the many different analytical approaches more consistent. Les périodes de crise, telles que celle de la pandémie de la Covid-19, représentent des chocs majeurs sur la croissance et l’inflation et se caractérisent par un fort degré d’incertitude. En présence de tels événements, il est essentiel de s’appuyer sur une large batterie d’indicateurs pour orienter les décisions de politique monétaire. Sans qu’un rôle prééminent ne lui soit conféré, l’analyse des agrégats monétaires et du bilan de la banque centrale en est probablement la composante la plus ancienne. Cet article rappelle donc la définition des agrégats monétaires et les principaux facteurs qui influencent leur évolution. Il fournit ensuite les principales régularités empiriques sur la monnaie et le bilan de la banque centrale. Il montre enfin que si l’analyse de la relation entre la monnaie et ses contreparties n’a pas vocation à guider directement les décisions des banques centrales, elle facilite en revanche la mise en cohérence des multiples angles d’analyse.
