Obim Stranih Direktnih Investicija U Jugoistočnoj Evropi I Privreda Scg

Abstract

Strane direktne investicije imaju dugu tradiciju u modernoj srpskoj istoriji. Veliki uticaj na privredu Srbije strani kapital imao je u periodu između dva rata kada su u Srbiju ulagale Francuska, Engleska, Belgija, Nemačka pa i Rusija. Posle drugog svetskog rata sve do kraja šeste decenije strane direktne investicije nisu bile normativno regulisane. U poslednjoj deceniji dvadesetog veka i početkom dvadeset prvog veka kroz proces transformacije i privatizacije privrede normativno je regulisan dotok stranih investicija. Privatizacija u poslednje tri godine usmerena je samo na prodaju i priliv stranog kapitala, a sasvim je zanemaren obrnut proces, a to su ulaganja (odliv) u druge zemlje. Zbog toga usmerenost samo na priliv stranih direktnih investicija predstavlja istovremeno i šansu i prepreku za ubrzani privredni razvoj. Pored toga, nisu doneti ni zakoni kao što su Zakon o denacionalizaciji, Zakon o investicionim fondovima, Zakon o preuzimanju akcionarskih društava. Ovi zakoni omogućavaju završetak procesa privatizacije i stvaraju ambijent za ubrzani privredni razvoj.
