Izvoz Zemalja Zapadnog Balkana U Evropsku Uniju: Glavni Problemi I Preporuke

Abstract

Trgovinska politika Evropske Unije prema zemljama Zapadnog Balkana (Albanija, Bosna i Hercegovina, Hrvatska, Srbija i Crna Gora i Makedonija) je jedan od najvažnijih alata integracijskih strategija EU. Izvoz zemalja Zapadnog Balkana u EU(15) se preferencira putem specijalnih autonomnih trgovinskih mjera koje je EU donijela septembra 2000. godine (2000TM). 2000TM su dalekosežni set preferencijala koji zemljama Zapadnog Balkana obezbjeđuju neparalelni pristup tržištima EU i otuda imaju visok potencijal za razvoj kako postojećeg izvoza tako i za generiranje novog izvoza. Međutim, izvoz zemalja Zapadnog Balkana u EU je znatno ispod nivoa koji se je očekivao. U svim zemljama Zapadnog Balkana identificirani su brojni problemi u njihovim supply-side strukturama, kao i neadekvatnost domaćih politika, koji su uzročnici ostvarenih podperformansi. To sugerira da 2000TM samo djelomično popravljaju postojeću situaciju. Ekonomski oporavak zemalja Zapadnog Balkana će zavisiti od brzine i uspjeha unutrašnjih ekonomskih reformi i adaptacije ekonomskih i trgovinskih politika koje specifično identificiraju i adresiraju glavna supply-side ograničenja
