Abstract

Imajući vidu da se veliki broj zemalja suočavao sa fiskalnim neravnotežama i problemima neodrživog nivoa javnog duga, danas imamo obilje empirijskih primera fiskalne konsolidacije. Globalna fiansijska kriza i pandemija kovid virusa su ozbiljno uticale na održivost javnog duga velikog broja zemalja. Stoga se može očekivati da će u narednom periodu biti značajan broj zemalja koje će morati da sprovedu programe fiskalne konsolidacije. Veliki broj studija je potvrdio gledište da odlaganje programa fiskalne konsolidacije može dovesti do povećanih troškova u budućnosti, ali ono što možemo primetiti pregledom literature da među radovima ne postoji konsenzus o brojnim ključnim pitanjima. Takođe, treba imati u vidu da veliki broj primera fiskalne konsolidacije nije bio uspešan. U radu će se analizirati kako fiskalna konsolidacija utiče na rast, da li konsolidaciju usmeriti ka prihodima ili rashodima i da li postoji politička "kratkovidost", odnosno da li su zemlje spremne da odlože fiskalnu konsolidaciju zarad ostvarenja boljeg rezultata na izborima i dr. Da bi se izvukle pouke iz uspešnih primera fiskalne konsolidacije u radu će biti analizirana empirijska literatura koja se bavila ovom problematikom, kao i makroekonomske performanse zemalja koje su prošle i kroz uspešne i neuspešne primere fiskalne konsolidacije.
