Jedan Pristup Regionalnom Tržištu Pomoćnih Usluga: Zajedničko Dimenzionisanje Balansne Rezerve (One Approach To The Regional Market Of Ancillary Services: Common Dimensioning Of The Balancing Reserve)

Abstract

Zbog specifičnosti električne energije kao robe, za stabilan rad elektroenergetskog sistema potrebne su tzv. pomoćne usluge, koje se pre svega ogledaju u balansnoj rezervi električne snage/energije. Deregulacija tržišta električne energije dovela je do razvoja prekogranične trgovine električnom energijom, međutim ovaj proces je izostao kada je u pitanju balansna rezerva. Svrha ovog rada je ispitivanje mogućnosti za regionalnu saradnju u oblasti pomoćnih usluga između zemalja tzv. SMM bloka, kojeg čine Srbija, Makedonija i Crna Gora. Analiza je urađena na primeru zajedničkog dimenzionisanja balansne rezerve, kao najjednostavnijeg i mogućeg prvog koraka u ostvarivanju regionalne saradnje, koja za cilj ima smanjenje troškova balansiranja, koje na kraju plaćaju krajnji potrošači električne energije. Komparacijom aktuelnog stanja na nacionalnim tržištima pomoćnih usluga sa predloženim rešenjem dimenzionisanja potrebne balansne rezerve na nivou SMM bloka, došlo se do zaključka da prostor za znatne uštede postoji i da je ovo rešenje relativno lako implementirati, zato što ne zahteva dodatna tehnička rešenja i ulaganja, već samo izmenu postojećih nacionalnih propisa.
