El semestre europeo 2021 y el plan de recuperación, transformación y resiliencia

Abstract

El Mecanismo de Recuperación y Resiliencia (MRR), elemento central del instrumento Next Generation EU (NGEU), se ha convertido en la prioridad de coordinación de políticas económicas en la Unión Europea (UE), lo que ha obligado a simplificar de forma temporal el Semestre Europeo. Para acceder a los recursos del MRR, los Estados miembros tienen que detallar las inversiones y las reformas a las que destinarán los fondos en sus Planes de Recuperación y Resiliencia nacionales, y que deben estar dirigidas fundamentalmente a responder a los retos derivados del cambio climático, la digitalización, el refuerzo del capital humano y la eficiencia del sector público. La evaluación de estos planes por parte de la Comisión Europea pasa a ser un elemento fundamental del ciclo de coordinación anual de las políticas económicas en la UE dentro del Semestre Europeo, que sigue manteniendo los habituales procedimientos de Déficit Excesivo y de Desequilibrios Macroeconómicos.
