Los Comités Nacionales de Productividad

Abstract

El pasado 19 de septiembre, el Consejo Europeo recomendó la creación de los Comités Nacionales de Productividad (CNP) por parte de los Estados miembros, con el objetivo de facilitar la identificación de los problemas estructurales de bajo crecimiento de la productividad y los desequilibrios macroeconómicos en los países del área del euro. Este artículo revisa algunos aspectos básicos relativos al diseño y las principales características de estas nuevas instituciones. Un diseño adecuado de los CNP, una definición apropiada y clara de sus funciones y la garantía del acceso a los recursos necesarios para el buen desempeño de aquellas podrían contribuir a enriquecer el análisis y el debate, a escala nacional y europea, sobre qué reformas estructurales son necesarias para mejorar la productividad y la competitividad. En la medida en que el mandato de estas instituciones abarque también la evaluación de políticas económicas alternativas, sus recomendaciones podrían convertirse en un catalizador para impulsar una agenda reformista.
