Los mecanismos de supervisión presupuestaria de la UEM

Abstract

En los últimos años se ha llevado a cabo una profunda revisión de los mecanismos de supervisión de las políticas fiscales en los países miembros de la UEM. En 2005 se inició la reforma del Pacto de Estabilidad y Crecimiento, que se intensificó tras el estallido de la crisis financiera, al constatarse que los esquemas existentes no habían tenido la eficacia suficiente para promover una conducción suficientemente equilibrada de las cuentas públicas durante la anterior fase expansiva. Aunque aún es pronto para juzgar la efectividad del nuevo marco, la estrategia de reforma incremental ha dado lugar a un entramado de normas y procedimientos que, en la práctica, resulta complejo. En este artículo se hace un repaso de este proceso de reforma y se señalan algunos de los retos a los que se enfrenta el marco resultante.
