A jó indikátorok, mint a közpénzek tervezésének és hatékony felhasználásának feltételei

Abstract

Nagy megtiszteltetés számomra, hogy előadást tarthatok a Budapesti Gazdasági Főiskola által szervezett „Gazdasági teljesítménymérések sokoldalú megközelítése” című konferencián. A meghívást kézhezvételekor elgondolkoztam azon, hogy az ÁSZ elnökeként mit tudok mondani egy olyan hallgatóság előtt, amelynek tagjai a gazdasági teljesítmény mérésének a kérdéseivel évek vagy akár évtizedek óta foglalkoznak. Az első gondolatom az volt, hogy én itt a felhasználói oldalt képviselem, hiszen az ÁSZ nemcsak szabályszerűségi, hanem ún. teljesítmény-ellenőrzéseket is végez, arra keresve választ, hogy a közpénzek felhasználása eredményes, gazdaságos és hatékony volt-e. Erre a kérdésre pedig csak akkor tudunk választ adni, ha mérni tudjuk az elért teljesítményt.
