A kincstári rendszer létrejötte, fejlődése, bővítési stratégiák, lépések a szubszidiaritás irányába

Abstract

Az államháztartási pénzügyi rendszer reformjának egyik fontos és kiemelt eredménye a kincstári rendszer megalkotása volt az 1990-es évek közepén. Az alapítási koncepciót 1995-ben fogadta el a kormányzat, és ennek eredményeként 1996. január 1-jén kezdett el működni az intézmény. A kincstári rendszer megkezdett kialakítása és folyamatos fejlesztése a közpénzek hatékony, takarékos, átlátható és ellenőrzött felhasználását szolgálta. Megalakulása óta a Kincstár tevékenységi köre évről évre bővült, nőtt a kincstári rendszerben gazdálkodó intézmények, valamint a Kincstárban pénzforgalmi számlát vezető egyéb szervezetek száma. Egyre jelentősebbé vált a Kincstár szerepe az államháztartási körön kívülre folyósított támogatások pénzügyi lebonyolításában és ellenőrzésében. Napjainkban könnyen kijelenthető, hogy szinte minden magyar állampolgár valamilyen ügy révén kapcsolatba kerül a Kincstárral.
