Új finanszírozási és helyi adórendszer : élet az adósságkonszolidáció után

Abstract

A tanulmány a helyi adók szerepét, jelentőségét vizsgálja az önkormányzatok finanszírozási rendszerében. Arra a kérdésre keresi a választ, hogy az adósságkonszolidáció után kialakult új finanszírozási forma és a potenciálisan bevezethető új, valamint lényegi változtatások nélkül meghagyott régi helyi adók mennyiben szolgálják a rendszer fenntarthatóságát, segítik-e az önállóbb gazdálkodás felé való elmozdulást. További kérdést vet fel, hogy a feladatfinanszírozásra való áttérés hogyan változtatja meg az iparűzési adó szerepét a tehetősebb és a szegényebb önkormányzatok vonatkozásában.
