Az önkormányzatok fenntarthatósági elemzése: Sustainability analysis of Hungarian municipalities

Abstract

A tanulmány a magyarországi önkormányzati rendszer fenntarthatósági teljesítményét elemzi. Fenntarthatósági teljesítmény alatt a hármas eredménykritériumokban (triple bottom line, TBL) meghatározott gazdasági, társadalmi és környezeti teljesítményeket értjük. A tanulmány vegyes módszertant alkalmaz. A szakirodalom és a vonatkozó jogszabályok elemzése mellett a környezeti teljesítmény mélyebb értékelése érdekében a 30 ezer főnél nagyobb települések környezeti információs rendszerének teljes körű felmérését végeztük el. A gazdasági teljesítmény a működési hiány tervezésének 2013 óta bevezetett tilalma következtében rövid távon fenntarthatónak tekinthető. Ugyanakkor a pótlási költségek fedezetlensége a hosszú távú fenntarthatóságot veszélyeztetheti. Habár a társadalmi teljesítmény elemeinek jó részét jogszabályi kötelezettség írja elő, forráshiány következtében az ellátás minősége az elvárt szint alá csökkenhet. A környezeti teljesítmény esetében az Európai Uniós szabályozásnak megfelelő szennyvíz-, valamint hulladékkezelési infrastruktúra fejlesztése jellemzően megtörtént. Problémát jelent azonban, hogy a fejlesztési források igénybe vételekor vállalt, a környezeti lábnyom csökkentésére vonatkozó indikátorok mérésére alkalmas információs rendszerek alkalmazása a tanulmány által érintett önkormányzatok elenyésző részében áll rendelkezésre. Az eredményeink alapján ugyan számos probléma és kockázat merül fel, az önkormányzati rendszer átfogó fenntarthatósági teljesítménye jelenleg kielégítő szintű.
