Válság és szabályozás: A megoldási törekvések néhány vonatkozása 1. rész

Abstract

A kétpólusú világ megszűnését követő fellendülés után a piaci likviditás 2004 után gyorsuló növekedésbe, 2008-ban pedig pénzügyi válságba torkollt. A bankrendszerből globálisan átterjedt a tőkepiacokra és vált szuverén adósság válsággá számos országban kormányok és nemzetközi szervezetek azonnali majd sorozatos intézkedései ellenére. Mindez nem függetleníthető az éppen elfogadott tőkekövetelmény szabályok bevezetésére való felkészüléstől, illetve a szabályozás számos területén mutatkozó gyengeségtől. Az egyedi likviditáspótló kormányzati lépéseket követően szoros nemzetközi koordináció mellett új, párhuzamosan működő szabályrendszer kidolgozása és fokozatos bevezetése alapján történik a túlzott likviditás és kockázatvállalás kialakulásának korlátozása. A likviditás új, hatalmas felduzzadását (QE) még nem követte a gazdaság lényeges fellendülése, de a szándékokkal ellentétben nőtt a piaci koncentráció, a szuverén adósság helyzet lassan javul.
