Gobernabilidad, corrupción y transparencia. Balance de investigación 2007-2011 y agenda 2012-2016

Abstract

Esta investigación corresponde al capítulo 13 del libro La investigación económica y social en el Perú. Balance 2007-2011 y agenda 2012-2016, serie CIES Diagnóstico y Propuesta 53, 2012, pp. 495 a 544. Gobernabilidad, transparencia y corrupción son asuntos complejos y conexos. Son conspicuos en el día a día de la política del país y están muy presentes en la conciencia de la mayoría de los peruanos. Sus expresiones más sensibles son los conflictos sociales, las protestas, las incursiones terroristas, la inseguridad y el desborde del delito, los sonados casos de inconducta y mal manejo de recursos públicos, entre otros. Aun cuando los tres temas que son materia de análisis, están interconectados. El capítulo se ha dividido teniendo en cuenta que la gobernabilidad está más directamente relacionada con el plano político, dedicándose un espacio adicional a visibilizar el tema de la corrupción. Se procede así desde lo más amplio y abstracto a lo más específico y concreto. Sin embargo, la investigación inventariada en cada sección traerá a colación uno y otro tema, dada su interconexión. Ante la necesidad de realizar cambios, la reforma del Estado —tanto política como administrativa— está muy presente en las investigaciones y en este balance. Este estudio se desarrolló como resultado del XIII Concurso Anual de Investigación CIES 2011, con el auspicio del Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
