¿El Seguro Integral de Salud reduce la vulnerabilidad de los hogares peruanos? Análisis usando Data Panel de 2004 a 2017

Abstract

Utilizando la Encuesta Nacional de Hogares de 2004 al 2017 analizamos la efectividad del Seguro Integral de Salud (SIS) como protección ante shocks negativos en salud. El impacto de un shock sobre el ingreso y gasto per cápita del hogar es negativo y significativo; y eleva la probabilidad del hogar de caer en pobreza. Se encuentra un efecto mitigador de la afiliación al SIS en el ingreso cuando miembros perceptores sufren este shock. No obstante, no se encuentra evidencia robusta que, ante un shock de salud, los hogares afiliados enfrenten una menor probabilidad de caer en pobreza que los hogares no afiliados. Debido a las limitaciones econométricas del estudio, estos resultados no deben ser tomados para recomendaciones de políticas públicas. Este estudio se desarrolló como resultado del XX Concurso Anual de Investigación CIES 2018, con el auspicio de Global Affairs Canada (GAC), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés), la Fundación Manuel J. Bustamante De la Fuente, la Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) y el Consorcio de Investigación Económica y Social (CIES).
