Medición del desempeño de la planificación y programación presupuestal en el Gobierno Regional de La Libertad: Aplicación de la metodología PEFA – Public Expenditure and Financial Accountability

Abstract

La presente investigación se centra en una evaluación PEFA del proceso de planificación y programación presupuestal del Gobierno Regional de la Libertad (GRLL). A la luz de la evidencia presentada en esta evaluación, se determinó: i) falta de “credibilidad del presupuesto” (se ejecuta un presupuesto muy disímil al presupuesto originalmente); ii) falta de previsibilidad de la recaudación de los ingresos, la cual configura otro problema de la planificación del gasto en el Gobierno Regional, la ausencia de un marco metodológico para realizar previsiones fiscales puede ser la principal causa de esta falta de previsibilidad de la planificación presupuestal, y finalmente, iii) falta de coherencia entre el presupuesto asignado en el Plan Estratégico Institucional y el presupuesto multianual asignado mediante plataforma SIAF. Este estudio se desarrolló como resultado del XV Concurso Anual de Investigación CIES 2013, con el auspicio del Ministerio de Relaciones Exteriores, Comercio y Desarrollo de Canadá (DFATD, por sus siglas en inglés), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
