Descentralizar la salud y educación. Responsabilidades, capacidades y articulación de gobiernos regionales y locales respecto a salud y educación en dos regiones amazónicas del Perú: San Martín y Loreto

Abstract

El presente documento es un trabajo comparativo que aborda el proceso de descentralización de funciones en salud y educación desde el nivel central hacia los gobiernos subnacionales. Dando énfasis al tema de la articulación intergubernamental e intersectorial, se enfoca en dos regiones amazónicas del Perú: San Martín y Loreto. Para el nivel central se analizan las Oficinas de Descentralización o Coordinación Regional de ambos sectores, enfocándonos en la organización de sus respectivas Comisiones para alcanzar un diálogo intergubernamental apropiado. Para los niveles subnacionales se hace un balance de las gerencias de Desarrollo Social en su rol como entidades responsables de asegurar, junto a las entidades de cada sector, se brinden servicios de salud y educación de calidad. Este estudio se desarrolló como resultado del XV Concurso Anual de Investigación CIES 2013, con el auspicio del Ministerio de Relaciones Exteriores, Comercio y Desarrollo de Canadá (DFATD, por sus siglas en inglés), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
