Escapando de la maldición de los recursos local: conflictos socioambientales y salidas Institucionales

Abstract

¿Existe una “maldición de los recursos” a nivel local? ¿Se puede escapar de ella construyendo nueva institucionalidad? En base a CENAGRO y los Reportes de Conflictos Sociales de la Defensoría del Pueblo, nuestra econometría encuentra que la minería no genera beneficios tangibles para la actividad agropecuaria, al tiempo que está fuertemente asociada a la percepción negativa sobre la cantidad y calidad de agua, por un lado, y al conflicto, por otro. A mayor actividad minera (antigua, actual y futura), mayor conflicto. En base al caso de Espinar, nuestra investigación encuentra que la nueva gobernanza ambiental es endeble. Las “salidas institucionales” que florecen, llámense las mesas de diálogo, el Convenio Marco, la vigilancia ambiental comunal o la Gerencia Ambiental del municipio, no se consolidan en formas efectivas y legitimadas de gobernanza. Este estudio se desarrolló como resultado del XV Concurso Anual de Investigación CIES 2013, con el auspicio del Ministerio de Relaciones Exteriores, Comercio y Desarrollo de Canadá (DFATD, por sus siglas en inglés), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
