Los retos del desarrollo de infraestructura de transporte urbano en Lima Metropolitana a través de asociaciones público-privadas

Abstract

La congestión de vías urbanas y los excesivos tiempos de viaje en Lima Metropolitana son causados, principalmente, porque la demanda de medios de transporte eficientes no es satisfecha por la oferta existente. A su vez, la infraestructura existente es insuficiente o inadecuada debido a la falta de recursos públicos y/o la inefectividad de las agencias gubernamentales. La presente investigación busca explicar los procesos llevados a cabo en Lima Metropolitana, identificar factores clave de éxito y proponer mejoras a la luz del análisis de la literatura relevante y de las mejores prácticas internacionales. Se pretende explicar la manera cómo se han llevado a cabo las concesiones locales existentes para analizar la institucionalidad establecida y si ésta genera la disciplina, transparencia e incentivos adecuados para asegurar la eficacia y eficiencia del sistema. Este estudio se desarrolló como resultado del XII Concurso Anual de Investigación CIES 2010, con el auspicio del Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
