Tiempos de bonanza: el primer año de García

Abstract

A un año de gobierno del presidente García, el ciclo expansivo que se inició durante la administración anterior se ha amplificado. El crecimiento del producto va de la mano, uno a uno, con el crecimiento del empleo y con el despegue del crédito bancario dirigido a las microempresas, ejemplos ambos del "chorreo" proveniente del sector privado. Asimismo, el salto en la recaudación asociado al auge económico y a los buenos precios internacionales ha descentralizado la bonanza fiscal a través del FONCOMUN, el canon y las regalías mineras. Nunca antes los gobiernos regionales y locales han contado con tantos recursos como ahora. La política macroeconómica, sin embargo, no se ha adaptado plenamente a estos tiempos de bonanza. Mientras el Banco Central de Reserva del Perú (BCRP) está tomando medidas preventivas, acumulando agresivamente divisas y, de paso, evitando la reducción del tipo de cambio real, el Ministerio de Economía y Finanzas (MEF) está remando a favor de la corriente, al reducir el superávit fiscal en plena bonanza macroeconómica y al mantener el Fondo de Estabilización Fiscal (FEF) en un nivel absurdamente bajo. El estudio contó con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
