Proceso de institucionalización de una organización de acción colectiva: la Junta de Usuarios de Riego Chancay-Huaral

Abstract

Los sistemas de riego transforman el medio ambiente para obtener y conducir el agua hasta las parcelas y cultivos de los agricultores. En Lima, casi la totalidad de la agricultura es agricultura bajo riego, por la insuficiente precipitación. A diferencia de la agricultura de secano, la agricultura bajo riego está mediada por la intervención del hombre y la organización de la acción colectiva. La organización colectiva que ejerce el control del agua en el sistema de riego es el tema principal de esta investigación. En el caso del sistema de riego del valle de Huaral, es la Junta de Usuarios del Distrito de Riego Chancay Huaral. Este sistema comprende el funcionamiento, las reglas y las relaciones entre los actores involucrados. Las acciones de los regantes están interrelacionadas, porque los regantes por sí solos no pueden obtener el agua para sus cultivos. Los usuarios necesitan de un sistema que permita la operación, distribución y mantenimiento de la infraestructura, desde las fuentes de agua hasta las parcelas de cultivos. Las preguntas que guían el avance de la investigación serían: ¿cómo funciona la organización de regantes de Chancay Huaral?; ¿qué prácticas se están institucionalizando en el sistema de riego?; ¿quiénes y cómo participan de esta institucionalización?; ¿qué aspectos dificultan este proceso?; y ¿qué factores influyen en una organización diferenciada en las distintas comisiones? Este estudio se desarrolló como resultado del VIII Concurso Anual de Investigación CIES 2006, con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
