Mecanismos de competencia en generación de energía y su impacto en la eficiencia: el caso peruano

Abstract

El objetivo general del presente es realizar un análisis beneficio-costo de la introducción de "competencia" en generación en la situación actual del sector eléctrico peruano. Para ello, se tendrá como objetivos específicos: analizar el efecto de la "competencia" sobre los precios relativos de la energía y potencia, y analizar el efecto de la competencia sobre el margen de maniobra que tiene los generadores para coludirse y para afectar la eficiencia productiva. Como valor agregado se tendrá algunos lineamientos y recomendaciones de política en dos niveles: dado el marco regulatorio actual, cómo corregir las distorsiones existentes; por otro lado, en caso de implementarse la "competencia", esbozar medidas que reduzcan los costos de la misma. Asimismo, se plantea identificar los requisitos para que este sistema funcione. Este estudio se desarrolló como resultado del II Concurso Anual de Investigación CIES 2000, con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
