Indicador de monitoreo de la seguridad de suministro en el sector eléctrico peruano

Abstract

El presente documento elabora un indicador de la probabilidad y magnitud de racionamiento en el sistema eléctrico peruano. Para ello, introduce dos dimensiones adicionales en la discusión tradicional, hasta entonces centrada en el margen de reserva. Estas dos dimensiones son el comportamiento de la hidrología y el de la demanda eléctrica. Los resultados de este nuevo indicador reflejan que, en un escenario base, las probabilidades de riesgo de racionamiento entre el 2012 y 2014 son menores al 5%, excepto en noviembre de 2012 donde se alcanza un máximo de 25%. No obstante, políticas que desincentiven la inversión en generación eléctrica o una mayor expansión en la demanda de energía podrían incrementar esta probabilidad, especialmente a partir del año 2013. Este estudio se desarrolló como resultado del XI Concurso Anual de Investigación CIES 2009, con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y el Banco Scotiabank.
