Determinación de las necesidades de gasto fiscal en el nivel regional

Abstract

Uno de los objetivos de la descentralización es promover el desarrollo equitativo de los territorios. La presencia de disparidades regionales obligan a establecer mecanismos de nivelación regional, que implica asegurar un mínimo acceso a los bienes públicos a todos los habitantes, al margen de la jurisdicción donde vivan. Este documento presenta una aproximación a las necesidades de gasto fiscal en las regiones del Perú, sobre la base de la propuesta metodológica de Yilmaz (2003) y Shah (2007), como un factor clave para identificar las brechas fiscales y la correspondiente reorientación de transferencias fiscales. Se establece también una propuesta para establecer un sistema de transferencias fiscales intergubernamentales más sólido, a fin de garantizar que el resultado del proceso de descentralización peruano sea en general económica y socialmente más beneficioso. Este estudio se desarrolló como resultado del X Concurso Anual de Investigación CIES 2008, con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI), Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés), y el Banco Scotiabank.
