Salud mental en el Perú: dolor y propuesta. La experiencia de Huancavelica

Abstract

Este estudio aporta al diseño e implementación de políticas públicas en salud mental y esboza una línea imprescindible de revisión y evaluación de las acciones en favor de la salud mental y las políticas formuladas, así como la implementación en un contexto específico como la región Huancavelica. La propuesta es, precisamente, analizar desde dónde se están formulando las políticas, revisar cuál es la normatividad en el ámbito nacional y regional y observar cómo se llevan a la práctica. La investigación plantea el reto de buscar a los propios encargados de implementar las políticas nacionales y regionales de salud mental, acercándose a estos actores: funcionarios públicos, personal de salud y profesionales de las organizaciones no gubernamentales que trabajan de manera directa con la población. Este documento forma parte del proyecto Observatorio del Derecho a la Salud y el Programa Derechos de Salud de CARE Perú. Se publicó en la serie Investigaciones Breves 28, 2007, gracias al auspicio de la Fundación Ford, CARE Perú y Consejería en Proyectos (Project Counselling Service).
