Boletín de opinión: Evolución de la economía peruana en 1998, perspectivas para 1999

Abstract

La crisis asiática (julio de 1997), rusa (agosto de 1998) y brasileña (enero de 1999) han puesto al descubierto la dependencia de la economía peruana con respecto a los flujos de capital de corto plazo. Esta es una de las principales conclusiones del informe de Macroconsult sobre el comportamiento de la economía peruana en 1998 y las perspectivas para 1999. El artículo discute las estrategias para combatir esta situación, distinguiendo las directas, basadas en el empleo; y las indirectas, basadas en programas de alivio (apoyo alimentario, despensas escolares) o en la provisión de bienes y servicios públicos (educación, salud y seguridad social). Las sugerencias principales se refieren a la mejora de la calidad del gasto público, la participación de los beneficiarios en el diseño y seguimiento de los programas directos y la necesidad de evaluar el impacto de la inversión social.
