¿Es el gasto público en programas sociales regresivo en el Perú?

Abstract

Este documento estudia la gestión de cuatro programas sociales emblemáticos en el Perú (Vaso de Leche, Comedores Populares, Desayunos Escolares y Seguro Integral de Salud) considerando el impacto que estos generan sobre el gasto familiar de los beneficiarios. Con ello, se establece un vínculo entre la gestión de estos programas y la distribución del gasto, sobre todo entre los individuos más pobres. Se concluye que estos programas son en general progresivos y se indaga sobre cuáles son los aspectos más saltantes en la gestión de cada programa que explicarían este resultado, con énfasis en sus niveles de subcobertura e infiltración. Finalmente, se identifican reformas que permitirían potenciar este componente progresivo en beneficio de los más pobres. Este estudio se desarrolló como resultado del IX Concurso Anual de Investigación CIES 2007, con el auspicio de la Agencia Canadiense para el Desarrollo Internacional (ACDI) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés). Se publicó en la serie CIES Diagnóstico y Propuesta 43 y en la serie CIUP Documento de Trabajo 84, 2009.
