Abstract

Esta publicación examina brevemente la evolución y el papel de la política fiscal desde 1980 hasta la actualidad, para tratar de identificar los principales retos que enfrentará en este terreno el nuevo Gobierno peruano, durante su mandato 2006-2011. El libro se basa en el seminario “Desafíos de la política fiscal en el Perú”, organizado por el Ministerio de Economía y Finanzas (MEF) y el Consorcio de Investigación Económica y Social (CIES) en abril de 2006, poco antes de la primera vuelta de las elecciones generales. Recoge las ponencias presentadas, resume los comentarios referidos e incluye un anexo estadístico sobre las principales variables macroeconómicas y fiscales en el período 1980-2005. El listado de temas desarrollados, que se consideran importante en el terreno fiscal, pretende sugerir algunas pistas y realizar un aporte al esfuerzo colectivo por construir una agenda que vincule la investigación académica con el diseño de las políticas públicas en nuestro país. Este documento es auspiciado por la Agencia Canadiense para el Desarrollo Internacional (ACDI) y el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés). Se publicó en la serie Diagnóstico y Propuesta 27, 2006.
