Abstract

Ðàçãëåäàí å âúïðîñúò êàê ñå ðàçõîäâàò ïóáëè÷íèòå ñðåäñòâà ïðè âúçëàãàíåòî íà îáùåñòâåíèòå ïîðú÷êè â Áúëãàðèÿ ïðåç ïîñëåäíèòå ãîäèíè. Ñ ïðèåìàíåòî íà èçöÿëî íîâ Çàêîí çà îáùåñòâåíèòå ïîðú÷êè â ñèëà îò 15.04.2016 ã. áúëãàðñêèÿò çàêîíîäàòåë âúâåæäà è â íàöèîíàëíîòî çàêîíîäàòåëñòâî äîáðå ïîçíàòàòà â äðóãè äúðæàâè-÷ëåíêè íà ÅÑ ïðîöåäóðà – „ïàðòíüîðñòâî çà èíîâàöèè“. Èçÿñíåíà å îñíîâíàòà ôóíêöèÿ íà òàçè ïðîöåäóðà – äà ñúçäàäå ðåàëíè ïðåäïîñòàâêè çà èçãðàæäàíå íà äúëãîñðî÷íî ïàðòíüîðñòâî ìåæäó áþäæåòíèòå ó÷ðåæäåíèÿ è ÷àñòíèÿ áèçíåñ, êàòî â îñíîâàòà íà òîâà ïàðòíüîðñòâî äà å ðàçðàáîòâàíåòî è çàêóïóâàíåòî íà èçöÿëî íîâàòîðñêè ïðîäóêò, à ôèíàíñèðàíåòî äà ñòàâà èçöÿëî ñ ïóáëè÷íè ñðåäñòâà. Ïî òîçè íà÷èí äúðæàâàòà ñå ïðåâðúùà â èíâåñòèòîð íà íàó÷íè èçñëåäâàíèÿ è èíîâàöèè, êîèòî ñëåä òîâà äà ïîñëóæàò, îò åäíà ñòðàíà, çà çàäîâîëÿâàíå íà ïîòðåáíîñòèòå íà êîíêðåòíèÿ âúçëîæèòåë, à îò äðóãà – çà ïîäîáðÿâàíå íà æèâîòà íà îáùåñòâîòî. Âúâ âðúçêà ñ òîâà ñà î÷åðòàíè ñòúïêèòå çà ïðîâåæäàíå íà ïðîöåäóðàòà „ïàðòíüîðñòâî çà èíîâàöèè“, íåéíèòå õàðàêòåðèñòèêè è ïðèëîæåíèå íà ïðàêòèêà.
